Yes, if the wall is built from concrete or brick, it is beneficial to have a land drain behind the wall at the base. This allows it to collect and disperse water away from the wall preventing it from causing damp and weakening the structure over time.
Treated soft wood sleeper wall would be the most cost effective, however, it is more likely to rot from water damage a lot sooner than it would with hardwood, such as oak.
